In our work we are guided by the ethical principles developed by the Ethics Board of the Association of Scientific Editors and Publishers (ASEP) which can be reviewed by the reference, and provided on our website: ASEP Ethics Board Declaration.

Editorial Policy

We ask our authors not to submit at the same time for consideration or publication of the article in different journals or to submit the article manuscript previously published in a journal. The authors should ensure that the data in the manuscript are original. The editorial staff is entitled to control this parameter and to reject the manuscript if it does not meet such requirements. Authors should also ensure that the journal Vestnik Kurgannaya GSHA as a licensee is transferred non-exclusive rights to use the article (the guarantee is no longer valid if the manuscript is rejected).

Reviewing, Improvement and Submission of Manuscripts upon improvement

If there is the required documents’ package, all manuscripts are submitted to the editorial office for compliance with the journal’s topics, journal standards and design rules. In case of the manuscript rejection the author is informed about it and the reasons for the decision. After accepting the manuscript for consideration, the article is subject to the internal review by the editorial board member on the direction of research. In the journal there is a ‘double-blind’ review: the author and the reviewer do not know each other’s surnames. If a reviewer rejects the manuscript, the author receives a notification with an anonymous copy of the negative review.

If, in order to make a positive decision on publication, the article finalized, The revised manuscript should be received by the editorial office within 15 days or it will be considered as a new entry. The author's cover letter should contain answers to each point of the reviewer's comments or comments. This detailed description makes it easier to work with the revised version, both to the editorial staff and to the reviewer. The receipt by the editorial staff of the revised version means that only the materials of the manuscript from the kit received after completion are considered valid.

The manuscript sent for the improvement but not received by the editorial staff after the revision is rejected. The manuscript improved version received on-time with the author’s response to each comment of the reviewer is sent for the re-review to the same reviewer. If after processing and corrections the manuscript does not receive a positive review again the reviewer notifies the author of the remark again. The manuscript second correction is the last one: a final decision is made to reject or to accept the article publication. A negative decision is reported to the author.

Throughout the reviewing and improvement process all correspondence between the reviewer and the author is made through the journal editorial staff employee and the reviewer’s and the author’s names are not disclosed. The review anonymity is retained until the reviewer has expressed an intention to become known to the author or to contact the author directly.

We ask the authors to be cautious to the journal requirements on registration and to the reviewer’s comments. The manuscript receipt date (the date when the manuscript is accepted for publication) is the receipt date of the last revised version approved by the reviewer.

Authors’ objections on rejected manuscripts should be submitted to the editorial staff in writing and provided with arguments. If the editorial staff finds the arguments to be weighty, the manuscript will be sent to another reviewer. In case of a negative decision on appeal, further applications with objections are not subject to review and the manuscript is finally rejected.

Preparation for Publication

Before publication all accepted manuscripts are the subject to the careful scientific editing which is carried out both at the reviewing stage by the members of the editorial board and by the scientific editors, which allows improving the quality and correctness of the material presentation, making publications more understandable for a wide range of scientists.

The editing procedure includes adjustments related to the article structure and format requirements, verifying the terminology, working with tables and figures (uniting by meaning, clarification of the table names, and captions), adding information necessary to ensure the article scientific credibility and visibility, clarification in the reference lists, necessary lexical and grammatical checks, etc. In case if the amendments, in the editors’ opinion, significantly change the meaning of one or another statement or phrase, the manuscript version with the proposed changes is sent to the author who must check all corrections, make the necessary changes, answer the editor's questions and return the confirmed author's copy to the editor. This is necessary to avoid the presentation incorrectness or errors. If the amendments made during the editing are of a technical nature, the manuscript is not sent to the author for approval.

To facilitate the editor’s work with the copyrights we ask the authors to mark each amendment they made with color in the text or in the illustration and answer the questions asked in the notes (in the notes in the manuscript text or in a separate letter). Authors who return the checked copies on- timein and reduce their corrections to the minimum receive an advantage in forming the final content of the next issue.

Preliminary Public Distribution of Unpublished Materials

Priority for the Journal Vestnik Kurganskoj GSHA is free exchanging the scientific information.

Prior to publication, the author may publicly discuss his/her findings in the scientific community or use them to popularize the achievements, methods and motives of scientific research. If the material has not been officially evaluated by the reviewer, it is not formally associated with any periodical, the material content was not fixed and was not provided in sufficient detail to reproduce the experiments, was not generally available so its distribution is not considered a publication. Oral or poster report at the conference including it in the abstracts of the conference reports also applies to pre-print public data dissemination. As the preliminary public distribution of the material is not considered a publication, unlike the publication, it does not guarantee a priority.

Author’s Ethics

All works should be free from fraud, falsification and plagiarism. The data, tables, drawings provided earlier in other publications should be accompanied by the references to these works or the right-holder’s permissions should be submitted. Identification of the data intentional misrepresentation serves as the basis for the refusal to publish.

The team of authors should be limited to those who made a significant contribution to the work. The authorized author with whom the editorial staff makes correspondence is the manuscript first author, unless another author is stated in the application.

To allow other researchers to repeat the work, materials, a description of the techniques and data of the authors should be available to the readers.

It is not allowed to amplify, add or delete image details, move, etc. on the images documenting the results. It is possible to adjust the brightness, contrast or color balance if they are applied to the entire image and do not distort in any way the information available in the original.

Messages of typos and errors that do not change the main results and conclusions may be printed in the journal at the editorial staff’s discretion.

Reviewing Basic Principles

The Journal Vestnik Kurganskoj GSHA attracts the leading experts to review the journal high editorial standard. For this purpose we ask the reviewers to evaluate how the work was planned and performed, how well the methods used are described and correct, whether their description allows the experiment to be reproduced and the conclusions correct, whether the data are unambiguous and whether they are properly analyzed and justified.

We ask the reviewers to state in writing their evaluation of the manuscript within 15 days stating their reasoned opinion on the merits and credibility of the work, its significance, originality and importance for the readership. We ask to take into account and note the manuscript conformity or inconsistency with the journal standards, note cases of incorrectness or inadequate thoroughness, the impossibility of repeating the work to confirm its results, the substantial similarity between the manuscript and any published work or any manuscript simultaneously submitted to another publication, when the author avoids citing similar works by other scientists.

Conflict of Interest

Conflict of interest should include financial, intellectual and other relationships or relations that may affect the objectivity of working with the manuscript. The journal editor can only be an employee for whom the possibility of any financial, intellectual or other conflict of interests in relation to the journal, its employees, authors, and publications is completely excluded.

Lack of a conflict of interests between the authors is confirmed by the joint signing of the author’s certificate; contribution to the co-authorship is considered equal, unless otherwise set forth in the author’s certificate.

Lack of a conflict of interest between the authors and the institution in which the work was performed is confirmed by a cover letter. The authors indicate the sources of financial and intellectual support for the work (grants, subsidies, participation in discussions, use of instruments and equipment, used strains, varieties, etc., quoted data sources, etc.).

The reviewer cannot assess the manuscript quality if there is a financial or intellectual conflict of interest in connection with the manuscript, whereas he/she should be obliged to notify the editorial staff thereof. Based on this statement, the manuscript is sent to another reviewer.

If a conflict of interest is disclosed upon the article publication, the editors should reserve the right to notify the readers. Hiding a conflict of interest (deliberate or by negligence) entails the termination of cooperation with the editor, the author and the reviewer.
